The matrix helps leaders make decisions that will increase the prosperity of their people by implementing new strategies that will benefit everyone. These strategies are judged based on their compatibility with current cultural characteristics, as well as the amount of change necessary to implement the desired strategy. Strategies that are of an excellent compatibility and require few cultural changes to implement are those that should be chosen first. These will be least burdensome to the leader and the people, and will easily be incorporated into the culture. Strategies that are of a low compatibility and require few changes may or may not be a wise choice. The leader must discuss the decision with others and decide whether or not to implement it. Strategies that are of an excellent compatibility but require many changes may be challenging to implement but are generally beneficial. Lastly, strategies that are of a low compatibility and require many changes should never be chosen, since these will rarely act in interest of the people.
